Die Entwicklung kann im Rückblick beschrieben werden; im Vorausblick können nur Wahrscheinlichkeitsaussagen gemacht werden. Die Teilsysteme sind nicht hierarchisch untergeordnet, sondern heterarchisch beigeordnet und unterliegen infolgedessen unvereinbaren Einflüssen.
